Verse 28: The blood of the new covenant is poured out for many for the forgiveness of sins
The covenant of God Hosea 2.18 refers to the Old Testament covenant between God, creatures and humans. There is no reason to assume that the new covenant does not include all creatures as well. In Mark 16.15 Jesus tells us to go out to all creation or all creatures.

The blood of the new covenant is enough to sanctify the whole world as Jesus is the Son of God. No animal sacrifice sanctifies the whole world. There is no need to offer animals to God, Jesus sanctifies our sins. Still it is a painful and sorrowful thing and forgiveness is not to be used as a justification for any harmful act on another today
